Non Resident Distance Education (NRDE)

Tags NRDE

Non-Resident Distance Education (NRDE) is a billing classification used by Texas Tech University for certain students enrolled in online or distance education courses while living outside the state of Texas. This classification helps ensure compliance with the Texas Legislature and applicable sections of the Texas Education Code (TEC).

Tuition and Billing Information

Students with NRDE status are charged a tuition rate comparable to in-state tuition.

Instead of being charged standard out-of-state tuition rates, the student is assessed an NRDE fee rate that is currently equivalent to the standard state tuition amount charged per semester credit hour (SCH).

Because the NRDE rate already provides a comparable in-state tuition benefit, out-of-state tuition waivers are not applied.

How NRDE Status Is Determined

A student may be assigned NRDE status when all of the following conditions apply:

  1. The student is classified as:
    • Non-Resident (NR), or
    • Foreign (F)
  2. The student does not physically reside in Texas.
  3. The student is enrolled in only distance education or online coursework.

Exemptions and Waivers

Under Texas law, students classified as NRDE are not eligible for Texas statutory exemptions or waivers.

This includes certain mandatory or discretionary exemptions authorized under the Texas Education Code.

The controlling statute is:

Texas Education Code 54.2002 – Exemptions and Waivers for State-Funded Courses Only

The statute states that exemptions and waivers apply only to courses for which an institution receives state formula funding.

As a result, students who reside outside Texas while enrolled in distance education courses are not eligible for those state-funded benefits, even if they may otherwise qualify under another exemption category.

Frequently Asked Questions

Does NRDE affect financial aid?

It may affect eligibility for certain state-funded financial aid programs. Students should contact the Office of Financial Aid and Scholarships for additional guidance.

How can I avoid incorrect NRDE classification?

Students physically residing in Texas should ensure their current physical address is correctly updated in Raiderlink or verify residency status with admissions office.

Is NRDE the same as residency status?

No. NRDE is a billing designation related to distance education and physical location. Residency classification is determined separately through Admissions.
