Chapter 31: Veteran Readiness & Employment (VR&E)
Important Note
This benefit is very hands off for you as a Texas Tech University student. You, as the recipient of Chapter 31: VR&E will need to complete all the necessary paperwork required by your assigned VR&E Counselor. Once you have completed this, your job is done. At this point, your counselor will submit all authorizations directly to TTU.
All questions, comments, or concerns about your benefits will need to be addressed directly with your VR&E Counselor through their preferred method of communication, or the VA Education Department at 1-888-442-4551.
What is Covered Under VR&E
- Tuition and Fees
- Required Textbooks and Course Materials
- Up to $50 of school supplies. If additional supplies or materials are required, notify your counselor and follow all guidance from them.
NOTE: All additional supplies or materials must be classified as justifiable purchases by your VR&E counselor.
Eligibility
All of these must be true:
- You have a service-connected disability rating of at least 10% from the VA,
AND
- You did not receive a dishonorable discharge.
If you were discharged from active duty BEFORE Jan. 1, 2013, your basic period of eligibility ends 12 years from one of these dates, whichever comes later:
- The date you received notice of your date of separation from active duty, OR
- The date you received your first VA service-connected disability rating

How to Apply

- Apply via mail by downloading the VA form 20-1990 and sending your completed application to the following address:

- Apply in person at your local VA regional Office: Find VA Locations | Veterans Affairs
- Apply with the Help of a trained professional: You can work with an accredited attorney, claims agent, or Veterans Service Organization (VSO) representative to get help applying for VR&E benefits.
NOTICE:
As of November 10th, 2025, Student Business Services manages all military education benefit applications, questions and/or inquiries. This includes federal military benefits and the Hazlewood Act exemptions.
All processes will now be completed through their office located on the third floor of West Hall.
For any questions regarding the processing or implementation of your benefits, including the status of submitted documents, please contact Texas Tech University Student Business Services (SBS) through the SBS Military Services portal: https://help.sbs.ttu.edu/TDClient/209/Portal/Requests/ServiceCatalog?CategoryID=2826 or by calling (806) 742-3272. They will be able to view your application, all documents and will be able to assist you further if needed.
Official communication is done through TTU Email. The SBS Office will contact you via your TTU email if additional documentation is required.

IT IS THE RESPONSIBILITY OF THE STUDENT TO ENSURE THEY HAVE SUBMITTED AN APPLICATION & UPLOADED NEEDED DOCUMENTS EACH SEMESTER.
