Student Business Services processes the Exemptions and Waivers for Texas Tech University.
Please note that exemptions are not considered payment under state payment guidelines. A student who does not yet have the exemption applied to their account may still be subject to cancellation if they fail to meet the state payment requirements.
Texas Education Code section 54.2001 requires that in order for a student to receive exemptions and waivers, the student must meet the Satisfactory Academic Progress (SAP) requirements for grade point average and not be considered enrolled in excessive hours. The Appeals Process is outlined at the bottom of this page.
Texas Education Code section 54.2002 requires that a student be enrolled in state-funded courses in order to receive exemptions and waivers. Non-resident students residing out of state and enrolled in only online courses may not be eligible for exemptions or waivers.
Exemptions
Exemptions are a type of financial assistance allowing some Texas residents to attend a public college or university in Texas without paying tuition or, in some cases, tuition and fees. Exemptions and waivers must be turned in to SBS by the 12th class day in Fall/Spring and the 4th class day in Summer terms. (OP.62.13)

Adopted Students Formerly in Foster or Other Residential Care
TTU requirement: Students must provide Student Business Services a certification letter from the Department of Family and Protective Services (TDFPS) of eligibility. Exemption name on student account: Adopted Foster Care Exemption
Blind/Deaf Student Exemption Program
TTU requirement: Students must provide Student Business Services a certification letter from the Texas Workforce Commission (TWC) or Texas Health and Human Services (HHS).

Children of Disabled or Deceased Firemen, Peace Officers, Game Wardens and Employees of Correctional Instutions
TTU requirement: Students must provide Student Business Services a certification letter from the Texas Higher Education Coordinating Board (THECB).

Exemption for Highest Ranking High School Graduate
TTU requirement: Students must provide Student Business Services a copy of their Highest Ranking High School Graduate Certificate (Valedictorian Certificate) from their Texas high school.

Exemption for Peace Officers Disabled in the Line of Duty
TTU requirement: Students must provide Student Business Services a certification letter from the student's prior employer with the date verifying such event that makes the student eligible for exemption.

Exemption for Student under Conservatorship of the Department of Family and Protective Services
TTU requirement: Students must provide Student Business Services a certification letter from the Department of Family and Protective Services (TDFPS) of eligibility.

Exemption for the Surviving Spouse and Dependent Children of Certain Deceased Public Servants (Employees)
TTU requirement: Students must provide Student Business Services a certification letter from the deceased parent's prior employer with the date and parent's name verifying such event that makes the student eligible for exemption.
- Students must contact the Housing Office to secure on-campus housing by the appropriate deadlines for those costs to be covered
- Receipts for the purchase of required textbooks or access codes must be submitted by the 12th class day to receive reimbursement

Exemption Program for Clinical Preceptors and Their Children
TTU requirement: Students must provide Student Business Services the Preceptor Exemption Application Form for Clinical Preceptors and their Children. The application must also include a copy of the written preceptor agreement to be accepted.

Exemption for Texas Veterans (Hazlewood Exemption)
TTU requirement: Students must apply and provide eligibility documentation to the Office of Military and Veteran Programs (MVP) each semester. The MVP office will notify Student Business Services to apply the exemption to the student account.

Exemption for Texas Veteran Spouses
TTU requirement: Students must apply and provide eligibility documentation to the Office of Military and Veteran Programs (MVP) each semester. The MVP office will notify Student Business Services to apply the exemption to the student account.

Firefighters Taking Fire Science Courses
TTU requirement: Students must provide Student Business Services certification of employment or volunteer status with a fire department on company letterhead. The student must enroll in the courses of a Fire Science Curriculum.

Senior Citizen, 55 or Older, Free Tuition for 6 Credit Hours
TTU requirement: Student Business Services will automatically apply to qualifying students based on student record and enrollment.

Waivers

TTU requirement: Students must provide Student Business Services a certification letter from the qualified state's Coordinating Board or Board of Regents.

TTU requirement: For this waiver to be applied to your account, you must certify your residence. The BCBS Waiver Application website is available here. Sign in with your eRaider credentials to electronically sign your certification document. This certification must be completed once and will automatically apply each term as long as you have continuous enrollment at Texas Tech. Without the certification you will not be given the discounted tuition rates.

TTU requirement: Students must provide Student Business Services a certification letter from the company the family is transferring from on company letter head. The student must also submit the Intent to Establish Texas Residency (Economic Development) form. This certification must be processed each academic year prior to the Fall term. Without the certification you will not be given discounted tuition rates.

TTU requirement: Students must submit an application with the Office of International Affairs (OIA). OIA will notify Student Business Services of eligible recipients.
